Public service is an integral part of the public administration system and is governed by legal norms regulating public and service-related relations.
The adoption of the Constitution of the Republic of Tajikistan marked the beginning of a new system of statehood and created favourable conditions for the gradual improvement of the public administration system and the reform of public service.
The Constitution of the Republic of Tajikistan recognises the human being, their rights and freedoms as the highest value, which is one of the universally recognised values of the civilised world.
Among the rights enshrined in the Constitution of the Republic of Tajikistan (Article 27) are the right of citizens of the Republic of Tajikistan to participate directly in public administration and the right to equal access to public service. This right defines the relationship between citizens and the state while also expressing the essence of public service as a profession.
