In order to implement state programs and strategies aimed at digitalizing sectors of the national economy and aligning customs procedures with international standards, the Customs Service under the Government of the Republic of Tajikistan informs participants of foreign economic activity that starting from October 1 of the current year, the clearance of imported and exported goods, as well as vehicles, will be carried out through the Information System of the Customs Authorities of the Republic of Tajikistan “ASYCUDA.”
In this regard, in order to simplify customs control and accelerate customs clearance procedures at border crossing points of the State Border, importers are required to submit advance information on imported goods and vehicles in electronic form through the specified information system no later than two hours prior to their arrival at the customs border of the Republic of Tajikistan.
The transition to the use of the “ASYCUDA” information system, which operates predominantly in an automated mode with the application of artificial intelligence elements, covers the customs clearance of goods and vehicles under all procedures and regimes. This contributes to the simplification and transparency of customs operations, strengthening of customs control, and improvement in the level and quality of customs revenue collection into the State Budget. This step represents an important stage in the digitalization of customs processes and the expansion of non-cash payment practices.
This information system, financed by the World Bank within the framework of Phase IV of the Project “Central Asia Regional Links Program-4 (CARs-4)”, and based on the Cooperation Agreement dated June 22, 2022, is being implemented in the customs authorities of the Republic of Tajikistan by the United Nations Conference on Trade and Development (UNCTAD).
“ASYCUDA” is a modern information management system for the administration, processing, and analysis of customs data and is used in more than 100 countries worldwide.
The purpose of implementing this information system in the customs authorities of the Republic of Tajikistan is to transition to a qualitatively new level of customs clearance administration, introduce a full electronic declaration system using electronic digital signatures, provide the possibility of advance declaration of goods, and organize prompt exchange of necessary information with state ministries and agencies, as well as customs authorities of foreign states. This is aimed at trade facilitation, reducing customs clearance time, and ensuring predictability of customs procedures for participants in foreign economic activity.
