CHAPTER 1. GENERAL PROVISIONS
Article 1. Subject Matter and Scope of Application of this Law
1. This Law regulates public relations in the field of law-making activities and establishes the basic principles, concept, types and system of normative legal acts, the relationship between such acts, their legal force, the general procedures for their drafting, expert review, adoption, publication, recording, state registration, entry into force, interpretation and systematization, as well as methods for resolving legal conflicts.
2. The specific procedures for drafting, approval, adoption, registration, entry into force, publication, amendment and supplementation, termination or suspension of individual types of normative legal acts shall be determined by the Constitution of the Republic of Tajikistan and other normative legal acts governing the activities of state bodies (and their officials) in the field of law-making.
3. This Law does not regulate the following matters:
the procedure for adopting the Constitution of the Republic of Tajikistan, introducing amendments and additions thereto, or terminating its effect;
the procedures for signing, approval (ratification), confirmation, accession to, registration, publication and implementation of international treaties of the Republic of Tajikistan, as well as their cancellation (denunciation) and suspension;
the procedure for adopting, amending and supplementing, or terminating the effect of internal (local) normative acts (Law of the Republic of Tajikistan dated 19 July 2019 No. 1632);
matters relating to other normative legal acts not provided for by this Law.
